For the first problem, it probably won't be for the foreseeable future, as A.I. art can't put to paper what someone is thinking. If an art director wants a particular style, pose, texture, and basically every descriptor you can give to an image or animation, it's legitimately still easier to just draw it or otherwise make it yourself. Because if the art that the A.I. makes is almost perfect, but something about it is off, you can't easily change it with current tools. And moreover, making it perfect will be a journey onto itself. And also, A.i. art can only emulate art styles, which becomes difficult to use when you have a very unique art style.
