Of course it's a scam! It will ALWAYS be cheaper, by its very nature, to have some room full of starving third-world humans pretending to be one thing or another than to engineer and manage an actual artificial mind. And even if it is an actual bit of code rather than a bunch of slaves, all it will be doing is making you jump through the same pointless, annoying hoops as automated phone menus and help chats - i.e., throwing it in your face that you don't matter at all to the company you're contacting.
