Personally I think it’s a bit extreme to say that AI image generation can never be art. To me, art is about intent, but also about the number and quality of the decisions you make during the creation process. Sure, at the lowest effort end, just inputting a small sentence and accepting the first image that appears is very low in decision making. The act of tweaking prompts based on the output, or curating images out of a collection of hundreds would introduce more agency. Finally, if you got creative about it, I think there would be ways to interface more directly with the generation process - for example, partially generate an image, then paint over a section, then let the image finish generating. Or train an AI on a specifically created series of drawings. Basically I think if you understand the technology there’s room to be creative and insert agency in the process. (Ethics/legality of copyright law is a separate question to the art question of course).
