Isn't the executive order he's talking about simply an attempt to prevent individual states from regulating? There's no sign, as far as I can tell, of meaningful federal-level regulation being implemented. So this looks less like there being one rulebook, and more like there being no rulebook - which I'm sure Sam Altman and Elon Musk will appreciate. It would probably be better to have a one rulebook, particularly if it waas designed to protect citizens from risk. You know, much like the EU AI Act. - Frank
