This scenario is overly pessimistic. Even if it comes to that point, a constitutional democracy is still based on people having the right to vote. When 25+% of the population is unemployed (and I assume a greater share sees reduced salaries because of increased competition for jobs), those are all votes that will displace the government away from total AI implementation. If the government will not allow it, then those are the people that will lit the fire to burn it down.
