So a couple thoughts
1. Ai is not art... art requires a soul and ice made many many images and been in there since v1.4 of the original stable diffusion models... it lacks the soul... jt makes great clip art to make stickers to composite together better works...
2. Regulation will only make thinfa worse. The tech is here... there's no regulation outsidr of tyrannical intrusive and destructive autocracy that could even start to stamp it out and even if you pass a law limiting copywriter material that gives disney more benifit then artists. If a law outlawinf it wss passed, then all that would happen is that the ip holders which already are a problem... would just be more of a problem.
The solution that is currently holding in the us is likley the best method... thwt ai art... cannot be copywrited... that unless you put significant effort in makinf it yout own own and composting together 200 ai images into a uneque piece its never going to be able to be copywrited...
