If you equate AI-generated images to art, then in the process that leads to the creation of a piece the AI is not a tool and the person who enters the prompt is not the artist: the AI is the artist and the person who enters the prompt is the commissioner.
You don't consider yourself an artist if you pay somebody on DeviantArt to make some fanart for you.
