I think the real question is neither. The biggest controversy around this is if it can really be considered an art piece. It's an image generated by analysing countless other images, so a mere byproduct of technology. But we define art as "the expression or application of human creative skill and imagination, typically in a visual form such as painting or sculpture, producing works to be appreciated primarily for their beauty or emotional power." or shortly "the expression of ideas and emotions through a physical medium"
The way we define art suggests it's not the end product that makes it art but the emotions and thoughts we convey through it. An "art piece" without an artist therefore lacks the basic principles to be considered art.
However that doesn't mean it's harmless as from a materialistic standpoint it has little practical difference to a real art piece created by an artist, which makes it problematic for illustrators to find employers to commission them those art pieces, since it is more costly for a business to hire an artist rather than settle with AI generated "art"
