AI just dependents of its source of data. If the source were whatever in global internet, then that AI will be just a majority tyranny. If AI source on specific sites assigned, then it would be a minority tyranny.
Example, if data set shown most criminals wears curl hair, then a person with curl hair automatically considered more incline to criminal tendencies, regardless that curls is just a routine hair done by that guy with natural slight waivy hair since young age.
