There's already an international Nuclear proliferation act.
Why not try and do the same with AI regulations?
Each country (US, China) claims that they're accelerating because the other one is accelerating, and they're scared of stopping because then the other one wouldn't stop.
BOTH countries claim this.
Well, if so - make them sign a sort of proliferation agreement. If what they claim is true then they should have no qualms signing it.
