This entire video is a lengthy exercise in anthropomorphism and pareidolia. Missiles and drones have sophisticated software and hardware to detect, track, and eliminate / kill their targets. The reason there's no definition of a 'LAW' is because there's no point on this continuum where some sort of qualitative change occurs. Specifically, the laws of war continue to apply: contrary to the video's claim, a soldier who accidentally shoots a civilian is not guilty of a war crime and is unlikely to be tried. Existing weapons miss, and damage things or people they shouldn't. Sometimes that's because the software went haywire, or a sensor malfunctioned. Responsibility for the consequences of deploying lethal munitions rests with the command of the force which does so. The heuristics for determining whether an attack is legal, or a war crime, apply as well to an artillery barrage as to a drone swarm. Last point: if you think countries will agree not to use autonomous munitions, you're a fool. What will happen is what will always happen: weak and pacifist countries, which have nothing to lose, will sign some treaty. The powers of the Earth will not.
