The question of whether to allow drones to make kill decisions autonomously was answered more than a decade ago, at least in the US, by various government agencies narrowing the implementation of the practice. DoD Directive 3000.09 was issued a dozen years ago to give guidance to the use of autonomous weapons killing autonomously, saying that such weapons needed to have the means of human input to stop a kill decision.
