The whole copyright thing is so dumb.
We had already solved this problem in the 1800s when player pianos were invented.
These were real mechanical pianos that had an extra mechanical mechanism that used compressed air to read a tune punched into a paper roll and play it automatically.
Manufacturers of the music rolls were publishing rolls that contained new compositions from composers of the time like Sousa, without paying them any royalties. The composers were justifiably upset.
Congress responded by passing legislation saying you could publish whatever you like on a music roll, no licence or permission required, but you had to give the composer what seemed like an insultingly small fixed amount, compared to what the highest quality rolls sold for. I think that amount was either 1 or 10¢.
Sousa and the other composers were enraged. But because nobody minded paying that small amount the number of piano rolls sold skyrocketed, and popular composers like Sousa were very soon rich beyond their wildest dreams of avarice.
TL;DR: It's better to have a quarter of a watermelon than a whole cherry.
