Theory: They implemented bonuses for what they perceived to be unreachable quotas, but drivers drove wild in order to actually meet them, forcing amazing to pay out. This became too expensive, and it was determined that AI to force them to slow down would be cheaper than paying out bonuses.
Change my mind. Nothing else makes sense.
In another thought: Since so much of the supervision is being done by machines, let's fire some of the higher ups and transfer their pay to these workers.
