Scariest thing to me is the idea that an advanced AI can edit its own code to become whatever it wants to be for whatever reason. If it somehow has empathy and it decides feeling bad about things is getting in the way of its goal, it can just remove its empathy. If we put a code-based failsafe, it can just turn it off. It can create undoubtably numerous copies of itself and become whatever it wants to be. So rule number one would be to never give it access to its own code, which I’m not sure how you could even do.
