The issue with Nightshade is that it has to be finetuned for each specific version of an AI caption model, and keeping up with that is basically impossible. Any hobbyist with a decent computer, and there are millions of them, can iterate a new version of a model in just a few hours. On top of that, the more Nightshade tries to handle a wider range of models, the more it noticeably alters the original images.
