Funny thing is the huge generated wilderness in Daggerfal wasn't meant to be explored, it was meant to be *felt*. The handcrafted worlds in Elder Scrolls 3 onwards are excellent in their own ways; they are fun to explore, but are quite small compared to what was described in lore. In Daggerfall, when you're exploring the towns or crawling through the dungeons, there will always be a subconscious feeling that these locations take place in a large world, making each location feel particularly special. So, just like how AI has its very specific uses in the real world, the wilderness in Daggerfall also serves a very specific function in the game's world.
