One of the main reasons it didn't see the police cars was the flashing lights. I train self-driving cars and the sensors don't like it when the sun's too bright, when bright lights are pointed at it, when it's raining, snowing, or when it gets really dusty. Kinda like an eyeball, except that the system is just not "smart" enough to do anything about it if it can't see anything, 'cause tin man doesn't have a brain.
Teslas are still Level 2 self-driving vehicles, you need to be Level 4 to be truly autopilot, so the autopilot on a Tesla is really just deceptive marketing on Elon's part.
Also, there's a lot of flimsy excuses here from the "experts" about emergency objects not being detected on the road. Self-driving cars are trained to detect them, they just can't see them here because of the limitations I mentioned above. When it got close enough to paint the cars properly (since they're no longer being enveloped by the lights), it was too late to react since it was driving too fast, and already too close.
