To 'payout' those whose scraped data trained ALL current models through 'licensing' means we as a society, no - as a species - would have to actually value artists and craft, and globally monetarily support the arts and actually "allow" artists and craftsmen to have stake in AI development.
Anyone who sees this happening in our lifetime.. is beyond naive. We are the cattle to tech companies, we are the "slave labor" stolen from without consent.
There is no future that involves any form of ethics. The "cattle" is not bargained with, it's processed and consumed.
