If anything, there should be an AI tool to reverse-engineer and determine the pieces used to most influence the creation of the piece to give those artists royalties.
What he's doing is basically the equivalent of releasing an album of songs he heard on the radio, claiming it was work to change the station to find the right songs to put in there. While the end result may be closer to a remix, that's closer to the level of effort.
