Predictive policing is another iteration of the "Guilty until proven innocent" paradigm to which the police state would prefer to adhere rather than "Innocent until proven guilty" paradigm enshrined in the USC and subordinate jurisdiction governing documents.
It is so much easier for the police state when the subject is presumed guilty, a lot less time-consuming and difficult.
