Simplest explanation is obviously the following: Guy wants interviews and fam/cloud. So he says a programmed AI is "Alive" Person". Nothing he actually said gives evidence otherwise. The AI (program) is trained off of human conversations. Take that data base away and it is nothing. Of course it will sound human if it is parroting back answers from real people. Guy just wants to feel relevant imo.
