It's not illegal to create ai deepfakes, I've used stable diffusion alot myself and it's very easy to find models of famous celebrities and create ai pictures/videos of them. Although it's a very lengthy process and requires high end hardware to create them, there are alot of people who make these type of stuffs and sell them for real money. When I was learning stable diffusion i met alot of people who sell ai generated nsfw pictures on platforms like onlyfans and patreon and make alot of money from it. And no there's no way to completely stop deepfake since IT IS LEGAL, it's like making a drawing of someone doing whatever you want them to do, although you can indeed sue them for harrasment and defamation and take them down.
