This is incredibly misleading. They were going to ban state legislation of AI. Which is good, because you should be able to write an app without having to comply with 50 different sets of laws. Whatever the proper level of legislation is for things that operate over the internet and equally impact all fifty states, that legislation should operate at the federal level.
Possible exceptions for things that are genuinely specific to a particular state.
