It's an insurance issue. I've been thinking this for years: If it's a bug or a software issue, then two things are happening. The owner isn't a driver anymore but a machine supervisor. He'll have to be alert for 100% of the time in case of the .05 chance of error. Nobody is going to do that. Secondly, instead of an insurance, let's use that same money to delegate responsibility to the car builder, he's responsible, so they'll have to fight the legal battles and put the time and money into R&D so that the most common failures don't happen again.
Then there's also the third issue of cost Vs benefit: self driving (and electric) cars are expensive. I enjoy driving. I get car sick when someone else is driving. Sure I make mistakes, sure I'm not always a patient driver, but traffic tickets are few and far between, and in the past ten years I've been rear ended lightly by someone else, and that was my only accident in that time period.
