This has been talked about and it's because the majority of programmers are white and male, and in cases of facial recognition algorithms, often the programmers use themselves and the people they work with as a pool of available images to inject into the program. It's cost effective (the company they work for doesn't need to get permission from outside sources) but it's inherently flawed because of the minimum variety of samples used in the initial program.
Further along the line it will add databases which are already biased because our own society is biased. For example, if the faces of people in the prison system are used, you will almost certainly get more black faces in there since the prison population demographics are a result of the racial and prejudice issues developed nations have been dealing with for decades, and haven't solved. Using AI makes it even worse, because it's receiving bad data to begin with. It's a monster that feeds itself.
