Autonomous drones, are to me, less scary for our adversaries and more for the US. The US is unlikely to ever have a truly autonomous system like you describe - if you know how much planning and legal review goes into precision strikes, it's just not practical unless we are in a true WWIII scenario. Even then, I'm dubious as the US moves closer to micromanaging tactical decisions. For Russia and China though, who don't value civilian or even the lives of their own troops autonomous systems could make split second decisions and strike targets before they could possibly respond. Maybe 1 in 4 hits a civilian target, if you're China or Russia, who cares.
