Companies refuse to pay properly for a job. They lobby the government for foreigners that will work for cheap or automation. Salaries and wages decline. Companies claim there is a shortage of americans willing to do the work and then lobby for more foreigners and automation.
The solution for any of these shortages is simply pay more and/or make the working conditions better.
