You can already run dozens of these models on a single modern mid-range GPU at home. It's not dirt cheap, but not that expensive either. Everything you said has already been tried in the last 6 months even by amateur enthusiasts. On the topic of alignment when the time comes I'm expecting any random bad person to create some evil AI intentionally and we'll all have to deal with it and this will repeat constantly. Fun times.
