Hello disabled artist here! I got a repetitive strain injury during my education which left me totally unable to draw or use my dominant hand for about 6 months. Regardless of struggle, I tried to work with my non dominant hand. For me AI would never be able to be a "tool" to express my creativity because it would be the equivalent of asking someone else to imagine a piece of art for me, rather then making it myself. Artists will always want to make their own work in some way. AI does not succeed as a tool because I cannot use it to paint, I can only tell it to make something for me. It can't capture my vision and the drive an artist is strong. With that said, there is a few disabled artists who may try to use generative AI in a process of their art. Take yuumei, an artist who wanted to use it in her process. She didn't have much success because people didn't like it, but even in her case the goal was to use it as a backdrop rather then the main event. All this is to say, no. Don't speak for disabled artists. And yes, some disabled artists may find a way to turn AI slop INTO something else. But in the end, we do this with anything, from physical garbage to a banana taped to a wall. Doesn't mean it's inherently good or accepted by the art community.
