I agree that Ai FR is a bad thing. But that more non-white congresstypes were misidentified might have something to do with both the crime rate of non-whites (larger numbers mean greater odds for a near-enough match) and mostly, dark skin reflects less light, which increases the error rate, just as it does in low-light situations.
