We don't legalize fentanyl just because it is nearly impossible to stop. The drug has such a detrimental effect, that as a society, we feel is important to spend the resources to criminalize it and mitigate it.
Similarly, we don't stop AI from dehumanizing teenage girls just because "it is hard". We spend the resources necessary to combat it. AI reduces the cost of generating exploitative images. Criminality can drive those same costs back up to where they should be.
