We don't know the exact way neural networks arrive at specific outputs because they involve complex interactions between billions of parameters. However, we do understand the basic architecture and principles. What this video is asserting is: (a) "Ooh, there's a dash of mystery there," so (b) it may just have gained sentience. I'm sorry, but that's a huge leap. Complexity or opacity of the workings of neural networks doesn't equal consciousness.
