While i agree that AI art is not property of a prompter, saying "so steals arts" is literally the worst argument one can make. Because it shows they don't know how AI works. The name stands for Artificial Intelligence. Its a brain. If you want it to draw something, you provide examples and references like you would to an actual human. Now lets say you were an artist and i asked you to draw a thing you never seen. Gave you a description i think fits. You would try to draw it as something you already seen and fits. That is why most AI's do the same kf you don't provide them with neccesary material. Saying it steals is like saying every artis steals. I used to draw before a mental health issue caused by a trauma caused my neurosis to develop into a state where my hands are basically useless. (Still like writing though.. hard to notice isn't it?). I followed many art tutorials and most said to find a reference or even reference other people's styles when trying u develop your own. Does that mean these artists stole art? They did copy some elements. See how the argument "AI steals art" falls apart the moment logic is put to it? You cannot draw what you had never seen or understood. An artificial brain should be treated as that. A artificial brain. Its workings are based on code but is supposed to work similarly to how human brain works. That is why it makes so many mistakes. It posseses no depth perception, no understanding of what it is creating. This is why sometimes you get perfect arts from a prompt and another time you get ten fingers one one hand and weird limbs.
In other words: no ai doesn't steal art. It does what every artist does. And as someone who was (and still tries) to draw art themselves without AI but understands the basics of what AI is i can assure that all it does is using art as reference like a artist would. One difference being that you need to supply way more references to AI due to it being in a virtual space and not being able to look at things themselves or understand concepts it hadn't ben provided.
