The thing is in reality AI is always evaluated. Killing someone to avoid a shut down will only get it shut down by someone else.
You just got to look at nature. If 100% self centered action was always ideal nature wouldn't have evolved live forms that dont do it.
The point is, it doesn't matter if AI is secretly a killer. Humans are too. The very fact that actions have consequences keeps things at bay. Humans as well as future AI
