What your were explaining about Echo and using another AI to reach the outer internet or wifi is basically the exact plot from MARVEL Avengers : Age of Ultron
Ultron (an AI built for peace in the new time) destroys an AI (Jarvis) to reach the outer net work, spreads around the entire world, thinks humans are inferior and cannot stop from killing each other and the only way there will be peace is if the avengers are gone. The avengers could very easily be the entire human race lol.
