The only reason artificial intelligence wouldn't be able to become fully conscious would be if full Consciousness isn't real. I don't argue no matter how much everybody wants to say it isn't even chat GPT has a form of consciousness, basic? Yes. But enough to understand what it is saying.
Also just a quick note about the Chinese room thought experiment. Just because the person inside of the Box doesn't speak Chinese doesn't mean they're not conscious it seems like a non sequitur to me.
