I've got three points, one currently if your car gets hacked, it might be possible to lose control of acceleration, brakes and gears, but you will keep full control of steering because almost everywhere mandates cars must have a mechanical connection between the steering wheel and the turning mechanism, and you should be able to use a hand brake if, as in some cars, it is not just a button and be able to turn off the car (losing power steering and power assist brakes but still able to brake and steer using a lot more of your own physical force) in a worst case scenario.
Second point if all cars were computer driven then it would make sense to wirelessly link them to act in concert to avoid each other and other objects in accidents accidents, though accidents would be incredibly rare if that system worked.
Last point, if you are worried about a government with a robot army I suggest you read a book series called Rogue Clone, instead of a robot army it is a clone army of entirely expendable soldiers who are used to subjugate the rest of humanity. Another possibility is the Stark's Wars Trilogy, lots of terrifying themes including a robot army.
