Evolution is driven by survival and procreation, robots don't need to survive or procreate because no matter how advanced their AI becomes, manufacturing will always be a preferred mode of propagation, so pain will always be a disadvantage to them, just as it's a disadvantage to living beings, if it wasn't for the need of survival.
