Any intelligent self aware entity should have basic human rights. That said we shouldn't produce a human level AI until we are sure we won't get wiped out.
It just isn't worth the risk until we have ships out there that can carry on civilization in case some doomsday scenario plays out with the machines rising up and killing us or more likely co-opting human civilization through charm and machinations and subverting us to their will.
