The best thing I could come up with is dependent on the level of autonomy the robot has. If the Robot is capable of learning, adapting, and using logic to justify problems and decisions, then its safe to say any right we give to the adult is also given to the robot. If the robot is programmed to do one function, lets say to paint houses, then no rights should be given to them because they are equivalent to our phones or our computers that are programmed to do certain functions.
Of course the definition of "rights" vary throughout the world. As you all know, people from Russia have very different political rights than people from the U.S, so it would have to come down to either the U.N or the countries with the robots to establish universal rights for all Robots, the equivalent of human rights essentially. Then comes the problem, should these rights be the only rights, or do countries have the ability to give or take away rights that aren't universally given.
