Searle has heard and replied to the system argument that Hank could theoretically memorize the code in the chinese room's codebook (it's not more implausible than the Chinese room thought experiment in the first place), making Hank or Hank's brain the entirety of «the system», and it would still be false to say that Hank «understands» Chinese.
However, the consequence of this reply is that we can't be sure that other humans are people who have «true understanding» of what's going on, and I think it's a price too heavy to pay to maintain doubts about strong AI theory.
