I would argue that any state does require a degree of ideological purity/coherence to function well (for whatever its definition of well is, in any case). Liberal democracy for instance does not tolerate an infinite spectrum of political views and expression in practice.
So long as there is some general consensus in society about what the basic values and aims of that society are and what the acceptable divergence and disagreement is, it is possible for civil servants to carry out their task under any government in a party-neutral manner.
To take a look at the opposite, let's look at Weimar Germany's courts. The justice system of Germany at the time was intessentially conservative, most judges did not see the state as legitimate and considered sovereignty and legal authority to derive from the Emperor. They were thus utterly unsuited to upholding the rule of law in a republic.
By contrast if you look at Trump I, the government bureaucracy held back the administration, precisely because they were competent and self-assured, and still saw Trump as a passing fad. MAGA diverged so much from the usual liberal democratic norms of the US that it cannot effectively collaborate with the civil service. As a result, Trump II put a great emphasis on achieving this coherence through appointing loyalists to government and firing and replacing senior civil servants with sycophants, not to mention terrorising employees and shutting down a whole department.
These are not good things of course, but if a liberal democratic party came to power over a thoroughly MAGA-ified civil service, they would be impotent unless they purged "the deep state" extensively.
This is also what we see in Hungary now, where Fidesz ran a captured state and institutions are run by oligarchs and Fidesz loyalists, this Péter Magyar and Tisza have to remove key players from the hoard and dismantle layers and layers of bureaucracy that exist purely to entrench Fidesz' power.
