Worth pointing out that in the Stupid Fucking Trump Bill, the Senate removed a provision that would have prevented individual U.S. states from regulating AI for 10 years.
California could implement legislation tomorrow that would de-facto apply to pretty much the whole U.S.
EDIT: Also, CA has in fact passed some legislation and is regularly looking at new ideas.
