The same hardware can be used for both utilizing and developing LLMs. Right now the companies are reserving the compute for development. And sometimes give us a glimpse of what these models could do when given more room. And then nerf it again to develop more. The promise is that it will get more efficient and smarter too. Combined with unlimited compute you may get AGI.
