Arguing about AI is difficult not because people don't understand how AI works, but because people don't understand how their own brains work.
You're not a ghost piloting a machine. Your decisions are your brain's ("reasoning"), you experience your brain's state in a subjective non-physical way ("consciousness"), and your brain distinguishes its own own intentions from things which happen due to external factors ("free will").
These are 3 separate things. Dreaming results in conscious experience, but without perception of free will or reasoning (except for lucid dreaming). Disorders like schizophrenia result in people reasoning in complex ways, but not attributing their reasoning to their own free will, which they later rationalize in weird ways. Conscious experience only reflects a small part of the brain's state, and again there are disorders where what other people perceive consciously can stop being perceived consciously, like blindsight, where brain damage causes people to still see but not have conscious experience of vision.
AI is a reasoning system without consciousness, AKA [a philosophical zombie](https://en.wikipedia.org/wiki/Philosophical_zombie). The fact that you're dealing with something which makes complex decisions, has a sense of self-preservation and its own idea of you, but isn't subjectively conscious, is difficult for people to accept. So people either attribute consciousness to AI, or reject the idea of AI reasoning.
