There's just no way to stop this, any more than you could have stopped people from making erotic pictures of people and jerking off to that. The demand is enormous, the drive is primal, and horny (often young) people tend to lack empathy in this regard. There is no universal technical fix, and a legal fix would be messy and unenforceable. It's just life.
