I understand the semantic (lack of) nuance you're trying to make. I disagree with it. "Facial recognition technology" is the ability to recognize specific faces and to discern amongst them. "Recognizing a face" is another thing. Using the phrase and ability to "recognize a face" is true in both. IMO capabilities beyond that are assumed in the typical meaning of "facial recognition technology". That distinction was my whole point.
