It's a confluence of things.
There is an element of then American conservative movement that unironically likes Putin's Russia for their conservative culture. They don't want to see Russia lose.
If Biden helps Ukraine then that's another feather in his cap going up against Trump** in 2024 and the Republican Party wants to deny him the foreign policy win.
