If they are using AI for facial recognition, in order to process it, it has to be downscaled and normalized to relatively low color opacity greyscale, so it has terrible accuracy on dark skin tones. Even combined with results from a higher resolution feature measure approach, it still has massive margin of error. The sum of it is better than humans at recognizing and remembering strangers, but it is not precise enough to be used with the confidence level we need it to in order to use it to positively id someone, and that seems to be the way people *are* using it.
